Day Opportunities review

Monmouthshire County Council is undertaking a review of day opportunities for people with a learning disability across South Monmouthshire.

This review is being carried out because the current contract with Chepstow Mencap for commissioned day opportunities will come to an end in spring 2027 and cannot be extended further under procurement legislation (Procurement Act 2023).

As a result, the Council will be carrying out a review of all its day opportunities for people who live in South Monmouthshire. This will be a fair, transparent and evidence-based process to inform future commissioning and procurement arrangements.

We would like to reassure people that this review has not been prompted by the quality of existing services or the performance of current providers. We recognise that current provision delivers valued support and positive outcomes for many people and families, and we know that most aspects of the current offer work well.

The views of people who use services, families, carers, providers and staff will be central to this process. The review is an opportunity to gather evidence, listen to people's experiences and ensure that future commissioning decisions build on existing strengths while remaining sustainable, responsive and reflective of current and future need.

The purpose of the review is to understand what is working well, identify any gaps or barriers, and ensure that future services are shaped by the needs and experiences of the people who use them.

Once the review has been completed the Council will have a clear understanding of what services are needed for the future and will be able to undertake a procurement exercise in line with the Procurement Act 2023 to ensure services are in place from Spring/Summer 2027.
