Improving journeys in Monmouthshire
The aim of Monmouthshire County Council's draft Road Safety Strategy 2026-2040 is to help create safer journeys for everyone, whether you are walking, cycling, using public transport or travelling by car, van or lorry or by motorcycle.
The next stage: We would like your feedback on the draft strategy.
This is important as it will set out the council's approach to improving road safety for the next 14 years.
Please read the Draft Strategy, then complete the survey on this page, which is open from Monday, 2 November 2026 until Sunday 3 January, 2027.
Feedback gathered through the survey will inform final amendments to the strategy before it is reported to Full Council in March for approval and formal adoption.
About the strategy
Road safety affects us all. Whether you're walking to school, cycling to work, riding a motorcycle, driving to the shops, or visiting family, everyone has a role to play in keeping Monmouthshire's roads safe.
Why are we developing a new strategy? Despite improvements over recent decades, people continue to be killed or seriously injured on roads across Monmouthshire.
Every collision has consequences for families, emergency services, schools and communities, businesses and, of course, those people directly affected.
Our Vision: A Monmouthshire where everyone can travel safely and confidently.
By 2040 we want fewer people killed or seriously injured, safer roads and streets, safer journeys to school more people feeling they can choose to walk, wheel or cycle, and to have communities that feel safer.
What is the Safe System? Instead of blaming individuals, the Safe System recognises that people make mistakes. The goal is to make sure those mistakes do not result in death or serious injury. You can read about the Welsh Government's road safety partnership plan here.
The Safe System focuses on: Safer roads, safer vehicles, safer speeds, safer road users, and better post-collision response.
What are the challenges?
Vulnerable road users: Some road users have little protection if involved in a collision. This includes pedestrians, cyclists, horse riders and motorcyclists. Improving safety for these groups is a key priority.
Young drivers and riders: Young road users are often over-represented in serious collisions. Common factors include inexperience, risk-taking behaviour, night-time driving, peer pressure and distraction. Helping young people stay safe is a key focus of the strategy.
Speed Matters: The faster a vehicle travels the less time there is to react, the longer it takes to stop and the greater the risk of injury. Even small reductions in speed can make a significant difference.
Rural Roads: Monmouthshire's rural roads present unique challenges, including tight bends, agricultural vehicles, changing weather conditions, higher winds, limited visibility.
Our priorities
Priority 1: Protect vulnerable road users: Improving pedestrian safety, supporting safer cycle routes, working with motorcycle groups and partners, promoting safer journeys to school and communities.
Priority 2: Support young drivers and riders: We will deliver education and awareness programmes, promote responsible road use, work with schools, colleges and youth organisations, support national road safety campaigns.
Priority 3: Safer speeds and higher-risk roads: We will identify locations of concern using evidence, target road safety improvements where they are most needed, support appropriate speed management measures and work with enforcement partners.
Priority 4: Support safe and sustainable travel: Encourage walking and cycling, support healthier travel choices, improve confidence in active travel and help create safer communities.
Working Together
Road safety cannot be achieved by one organisation alone. We will continue to work with Gwent Police, Welsh Government, Transport for Wales, schools and colleges, community councils and local communities.
