Public consultation on the draft Local Flood Risk Management Strategy
About this consultation
This consultation is running from Friday 1 August, 2025, until 23.59hrs, Friday 26 September, 2025.
During this period, we would like you to read the draft Local Flood Risk Management Strategy (Local Strategy) on this page. It sets out how we manage the risk of flooding from surface water, groundwater and ordinary watercourses.
We would then appreciate your views and experiences via the survey on this page which will help inform the Local Strategy on how we manage local sources of flood risk over the next six years. Your views are important to us and will help to ensure the Local Strategy, and the supporting Flood Action Plans, reflect the needs and concerns of our communities.
Background to this consultation
Monmouthshire County Council’s (MCC) first Local Flood Risk Management Strategy (Local Strategy) was published in 2013, setting out our overarching approach to managing local flood risk. Alongside our Local Strategy, MCC published a Flood Risk Management Plan (FRMP) in 2016, which developed the objectives and high-level measures outlined in our LFRMS into a more detailed plan for managing flooding in our communities.
Since the publication of these key documents, there has been an update to Welsh Government’s National Strategy for Flood and Coastal Erosion Risk Management in Wales. New legislation has been enacted, and several significant flood events have occurred, deepening our understanding of local flood risk. As a result, MCC have produced a draft revised Local Strategy which sets out our proposals for managing local sources of flood risk (surface water, groundwater and ordinary watercourses) over the next 6 years.
Why are we consulting?
Under the Flood and Water Management Act (FWMA) 2010, MCC is the Lead Local Flood Authority (LLFA) for its administrative area. Under this legislation, MCC is required to “develop, maintain, apply and monitor” a Local Strategy that aligns with the National Strategy.

If you prefer, you can pick up a paper copy of the survey and the supporting information at your nearest Community Hub. Please return it to the hub no later than Friday 26 September.

What happens next?
Following this consultation period, we will consider the responses and amend the draft revised Local Strategy where appropriate, to ensure if reflects the needs and concerns of the communities in Monmouthshire.
The final Local Strategy, and accompanying environmental assessments, will be presented to MCC’s Cabinet for approval before submitting the final documents to Welsh Government for Ministerial approval.
