This page will provide information to enable you to submit an expression of interest for funding from The Place & Growth Investment Fund.
Please ensure you read the information and guidance prior to completing the form on this page. The deadline for expressions of interest (EOI) is 31st May 2026.
OVERVIEW
The Place & Growth Investment Fund is a single access point for grants supporting property improvement, regeneration, and employment space. It simplifies access to funding while ensuring investment is targeted, transparent, and focused on delivering growth and lasting place-based impact.
Through one clear application process, eligible projects can be assessed consistently and directed to the most appropriate source of funding. While the application process is unified, the Place & Growth Investment Fund incorporates multiple sub‑grants, each with its own eligibility criteria and focus. This ensures funding remains targeted, while making the overall system easier to navigate for applicants.
The fund is aimed at businesses, property owners, developers, and investors seeking grant support to deliver sustainable growth, stronger places, and long‑term economic impact.
WHAT CAN BE FUNDED?
Applicants apply through the Place & Growth Investment Fund once, and projects are then assessed and routed to the most appropriate grant support based on eligibility and project focus. At present, the fund includes financial support from Monmouthshire GrowthSpace and Town Centre Property Improvement Grants.
ABOUT EACH GRANT
| GrowthSpace focuses on unlocking the economic potential of vacant, disused, or underused sites and premises, particularly those with potential to support business growth, employment space, and new enterprises, where market barriers or viability gaps exist. | Town Centre Property Improvement Grants support improvements to properties located within designated town centres, helping to bring vacant buildings back into use, improve the condition and appearance of commercial premises, and strengthen the vitality and attractiveness of town centres. |
In certain circumstances, a single project may receive funding from both the GrowthSpace and Town Centre Property Improvement Grants.

WHO CAN APPLY?
- Businesses and employers
- Property owners and landlords
- Developers and investors
- Community organisations and social enterprises
- Public sector bodies (where appropriate)
- Partnerships involving multiple organisations
The scheme is open to freehold owners of a property and leaseholders with a remaining lease of at least three years, or seven years for projects that include internal renovations to create new residential units. Leaseholders must secure their landlord’s written consent to the proposed works.
HOW TO APPLY
Applications to the Place & Growth Investment Fund begin with a short Expression of Interest (EOI). This is a simple first step designed to help us understand whether your project is eligible and which part of the Fund may be most appropriate.
Completing the Expression of Interest form
Applicants are asked to complete a standard EOI form providing brief information on:
- The applicant and their role in the project
- The type of project being proposed
- The impact the project is expected to deliver
- The site or premises involved
- The main reasons for seeking funding
- An indicative project cost and funding position
- The proposed timescale for delivery
Important points to note
- Submitting an EOI does not guarantee funding
- The EOI stage is intended to be supportive and proportionate, helping to avoid unnecessary time and cost for applicants
- Detailed appraisal of costs, outputs, and value for money takes place only at full application stage
- Applicants are encouraged to engage early and submit EOIs as soon as they are ready

Timeline
The deadline for expressions of interest (EOI) is 31st May 2026
EOIs cannot be accepted after the initial deadline.
- Assessment of EOIs will take place to confirm eligibility for one or both of the grant funding streams
- Eligible applicants will be invited to submit a full application by 14th June 2026.
- Completed applications must be returned to the local authority by 12th July 2026.
- Assessment of applications will commence from 13th July 2026.
- Funding decisions will be made by early September at the latest, however the local authority will endeavour to notify applicants as early as possible.
- All project activity must be completed by 31st March 2027 to be eligible for funding.
